About The Territorial Performance System

The Territorial Performance System is an initiative to align policies, sustainable supply-chain initiatives and finance (e.g. REDD) to support large-scale transitions to low-emission rural development—starting in two amazing agricultural frontiers, the Brazilian Amazon Biome and the Indonesian province of Central Kalimantan.

The Territorial Performance System (beta) uses existing, credible data sources to create an efficient and transparent platform to monitor and report on progress toward territorial sustainability goals. Efficient monitoring at the territorial scale can strengthen multi-sector commitments to achieve deforestation goals and facilitate the delivery of incentives to the rural economy actors that need to make the transition to low-emission, low-deforestation production systems.

The strategy seeks to overcome the high costs and complexity of farm-by-farm approaches and of tracing commodities from the property through supply chains. The platform can be used synergistically with farm-level certification and monitoring programs that are important mechanisms to promote and define sustainable production. By creating a common monitoring platform for governments, private-sector actors and civil society, aligning farm-level incentives with the county’s performance in reducing deforestation, and instigating regional land-use innovation and a “race to the top,” the Territorial Performance System can raise the bottom and greatly scale-up positive impacts.

At the center of the Territorial Performance strategy is the key lesson that to scale up transitions to sustainability, we need to shift the focus to the scale of an entire territory—whether it be a county, state or province, or entire nation. The platform seeks to strengthen and build off the success of jurisdictional and landscape programs, including the Brazilian Critical Counties Program, Green County Program, and the Governor’s Climate and Forests Task Force (GCF).

Process and Partners

The monitoring system presented here is the result of an ongoing multi-sector dialogue, and has had input from a wide range of stakeholders and partners. The indicators used are not complete or final, but meant to facilitate a pathway to consensus on regional sustainability targets. The ultimate goal is for the system to be used as a credible national or regional tool that is fully trusted by the jurisdictions’ actors and designed to meet the needs of the regional regulatory agencies, commodity buyers, farm sectors and financial institutions. Earth Innovation Institute is convening the process and leading the design of this beta version platform. We hope that the tool can now be further customized for each regional process.

Data Layer County Attributes-Baseline Deforestation
Data Description The baseline deforestation (annual average of 1995-2006) is calculated at the county-level using data from PRODES (1997, 2000-2010). Because the data for 1997 includes all deforestation from 1500 to 1997, to estimate the deforestation rate for 1996 and 1997, we attribute a portion of the state rate for these years to the county based on the portion of total historic deforestation (1500-1997) that occurred in the county.

Data Layer Percent reduction in annual deforestation
Data Description Percent reduction in the 2012 deforestation rate from the 1996-2005 annual average. The deforesation reference level (annual average 1996-2005) is calculated from the PRODES data. Because the 1997 data includes all deforestation from 1500-1997, to estimate the 1996 and 1997 county deforestation rate we allocated a portion of the state rate for those years to the counties based on the portion of all historical deforestation (1500-1997) that occurred in the county.
